The 11th All-India Congress of the Communist Party of India (Marxist-Leninist) Liberation (CPIML) was held in Patna, India, from February 16–20, 2023. The Congress was attended by the former Prime Minister of Nepal, Comrade Jhalnath Khanal, as a special guest. He led a delegation from the CPN (Unified Socialist) including Party Vice President Comrade Pramesh Hamal, Comrade Jhalnath Khanal’s wife Ravi Lakshmi Chitrakar, and Secretary of the International Department Dr. Shankar Khatiwada.

Comrade Khanal addressed the International Solidarity session on behalf of the CPN (Unified Socialist) and emphasized the importance of left unity in Nepal to defeat right-wing elements trying to bring back the monarchy. He highlighted the long history of the relationship between the communist parties of Nepal and CPI-ML since the 1970s when Comrade Vinod Mishra inspired and guided the struggles in Nepal, and also attended the 6th Party Congress of CPN (UML).

The international solidarity session was also attended by other leaders and organizations from around the world, who expressed their support for the people’s struggles in India. Arundhathi Roy, a renowned writer, expressed solidarity with anti-fascist struggles, and Ramon Augusto Lobo of the Unified Socialist Party of Venezuela (PSUV) expressed his firm belief in building a multipolar world that guarantees peace and justice.

The Congress emphasized the importance of broad unity in combating the threat of “communal fascism” and replacing the BJP-led government at the center. In the session, CPI-ML general secretary Dipankar Bhattacharya stated that there will be a long fight against fascism in the country. He accused the BJP-led central government of snatching the rights of state governments and destroying the federal structure. Bhattacharya emphasized the need for comprehensive unity to fight against privatization, unemployment, education, health, and environmental issues.

The international solidarity session provided a platform for the exchange of ideas and solidarity among international organizations and leaders.

Comrade Jhal Nath Khanal and the CPN (Unified Socialist) delegation also held a sideline meeting with foreign leaders, highlighting the importance of international solidarity among leftist movements and the need for a comprehensive struggle against oppression and exploitation.

The Congress reelected Dipankar Bhattacharya as the General Secretary of CPI (ML) Liberation. Comrade Dipankar has been the General Secretary for over two decades. Likewise, a 76-member central committee was elected by the Congress, and a five-member Central Control Commission, with Comrade Raja Bahuguna as the chairperson, was also elected.
